If anything this should make you one of the primary targets for chaining in war, that in itself tells you that you are doing something right, although with that science you might prove troublesome to bring down too fast as well.

In my books don't even think about lib until you hit 500 total BPA and at least stay at 500 BPA or above for the entire time. This applies to both Sages and non-Sages, just sages have it easier to get past that 500 hump.

Yup.. and this thread is talking extreme BPA numbers.
Libraries are typically used most effectively by mystics before anyone else since they are the building that allows you to boost your MWPA numbers.
For most others, library effectiveness is usually outweighed by other buildings. People at 3k BPA are their own deal.
