Is Aggression broken - or something wrong with calcs?

Here are the war room details:

• Modify Attack Time: 0 Hours
• Generals to Send: 1

• Soldiers: 990 (3/1)
• Off specs: 261 (6/0)
• Elites: 680 (6/8)
• War horses: 1185 (2/0)
• Mercenaries: 159 (5/0)

Expected Offense: 990*3+261*6+680*6+1185*2+159*5 = 11781
War room shows: 10791 (exactly 990 lower).

Faery/Rogue attacking. Aggression is casted.

What's up? Can someone explain or help me find my mistake? Is aggression broken or some other bug or am I overlooking something?

Aggression is a modifier. Mods are ignored for ambush so it doesn't work there.
