he is referring to our kingdom NW's. So there are two penalty/bonus aspects to picking a target. The first is a provice vs province comparison, the second compares your kingdoms. My second target's kingdom was 30% of our NW (give or take).

Ah, if the kingdom was 30% of your kingdoms size you'd get 66% gains. Just about impossible to get a scientist with that penalty at this point I think.
The RANDOM FACTOR is the greatest thing about the new science. An example is the Universe. Alien life is 100% certain. Intelligent life is not. Scientist (not mine) believe that the spark for Intelligent life is VERY hard. Like climbing Everest in your birthday suit. A few incl Stephen Hawkins think we may be alone in this galaxy because that spark, that randomness, is so small. Science should be hard not something you pickup at 7/11 like milk. I dont know what to spend my extra GC on now. I think plunders will increase.
Oh yeah and you get an extra scientist per week if you are nice to Palem and Bishop.

We could look at scientist the way college football coaches look at recruits. You get what you get. I've got 16% labs, but I'll bet there's someone out there running 50%. Yeah, the creepy guy with the pornstache driving a white panel van.
