Is a dragons HP affected by when it is started or when it is sent. My monarch say we can start one now and wait for to start before we send it and it will be at full strength. I always thought it was based on relations when started.
Also if we are at hostile and they are not, and vice versus, how does that affect the health points.

Dragon cost - calculated when started based on max NW of the 2 KDs.
Dragon HP - calculated when sent based on the target KD NW.
Their relation to you:
CF - 0.25 * HP
Normal/Unfr - 0.5 * HP
Hostile - 0.75 * HP
War - 1 * HP
Your monarch is right. HP are calculated when it is sent.
