Pessies gained in a land grab

What is the calculation for the number of pessies gained by a trad march? Is it random?

It's a % of the opponents total peasants, but maxes out at your max population. (in other words if you are already max populated or overpopulated, you will not gain peasants). Not sure how this dynamic works with Trad Marches done with War Spoils active, does the game count your land coming in first (increasing max pop and allowing you to gain pezzies) or does it do the % of peasants calculation and deems you unable to gain any, before you get the land.

The % I'm not sure of, but would guesstimate 7%
