i'm almost sure that rev and labs affect only the base chance of scientist spawn and not the mod that is added after each tick of non-spawn.
but if would be nice if we could get a confirmation on that if possible...

Based on my observation, I have the same conclusion that it affects the base chance of scientist spawn. Also, it is weird that in the new is says Novice, however it turns out to be a Recruit. While a Recruit spawn as a Recruit.
