Kingdom is too inactive/disorganized to elect monarch

Do the vote requirements decay over time? We are only at 4 out of the required 8 votes. Even new players who replace the inactives aren't voting lol.

I dont know what you mean by "requirements" or "decay" but people should vote for you because you are a good potential Monarch ... this can take time in ghettos as you have to explain yourself and gain peoples trust ... try identifying and killing off inactives so that the minimum votes for Monarch is lowered. 'If they arent for you, they are against you'.

Inactive provinces will decrease the votes required for monarchy, making it easy for your active provinces to vote in a monarch.

isn't that first when they abandon or already when votes are removed due to inactivity?
Furthermore I think Carthage should be destroyed and Dryads brought back to the game
