Can the monarch invite a player to take an empty prov during war?
You can use invitation in war time.
You can invite people but the player that gets invited recieves 72 hour protection rather than 24 hour.
As I understand his question its for an abandon provins, if they invite someone to take over that provins will it go into protection mode?

Well...that's not what I experienced. Really sucks coming oop in war after 24hrs... Maybe I misread the timeline, will have to go back and check.
If KD was not in war when you joined, then protection is 24 hours. If it was already in war when you joined, then 72 hours. Just check if KD went to war after you joined or it was already in war at the time of you joining.
Yes he can take over empty prov, and can operate it normally as soon as he's in. 72 hours protection only applies to new prov.
