Do the double effects show up on the Internal Affairs page? With 80 guilds, it's showing 1.6 wizards trained daily, which reflects the 2% chance that the guide states, and not the 4% chance that the double effectiveness would stipulate.
Angel seems to have taken into account the double effectiveness, but the Internal Affairs page hasn't.
I'm on 100% building efficiency, if you needed to know.
I believe it says towards the top of the page that personality bonuses aren't reflected on your survey
Easy way to tell. Look at throne page and see how many wizzies you got. Wait a tick. Then look and see if you got 2 more wizzies or 4 more wizzies. Simple enough

Mind you tho, new sci also boost wizzie production so that has to be taken into account at well
