So I'm a halfling exploring 300 acres when 25% mills are built. If the ratio of soldiers is 2.35 per acre is that "per acre" or cumulative of the whole?

The actual soldier cost will always round to an integer value per acre. The per acre value would be the amount needed for each new acre you want to explore, i.e. 300 acres * 3 soldiers per acre.
