Simplify races, increase the number of personalities and ADD "traits" to the set-up.
This will lead to more diversity and will give people more chances to "tweak" their province set-up. This will make individual gaming experience more "unique".
Races:
Avian - Speed bonus - Fana
Orc - Gains/kills bonus - RM
UD - Minus casualties/sustain - TW
Human - Extra spec strength - QF
Dwarf - BE bonus - MA
Halfling - TPA bonus - Aggression
Elf - WPA bonus - FG/PF(now only racial)
Faery - TM damage bonus/All racial spells - MF/Invis
Personalities:
Tactician - Intel/speed bonus - CS
Cleric - Minus casualties/Plague Immunity - AD/GP
Heretic - No thief/wizzard losses/rune refund/NM/GA
Mystic - Guilds/wpa sci bonus/MS
Rogue - TD/tpa sci bonus/prop-AW/Blizzard-Gluttony
Sage - Science effect/protection bonus, Revelation/Amnesia
Warrior - OME bonus, Bloodlust
War Hero - Honor bonus, War Spoils
Merchant - ToG
Artisan - Free build/Construction time bonus
Traits(small tweaks):
+Birthrate/income-dragon immunity

Lower/free draft costs
Train elites with creds (2 creds = 1 elite for instance)

I'd like to get some input and the specifics will have to be balanced of course, but it's about the "idea", giving people more choice between viable alternatives.
