Feb 5th y3: I'm currently sitting a prov, both armies returning same tick. Both had excess money to pay wages. Released sat prov to 113%, my prov to 114%, both armies are unable to send due to housing shortages.
Feb 6th yr3: wage money paid again, still OP and unable to send armies.

Just to say you can't have more army than max pop even if you are still in the 115% range.
