Is this mechanic still active?:
* Instant population growth of 20% of your max pop if you are under 50% of your max pop

It's instantaneous when the war ends, so if you have to build to get <50% pop then it doesn't apply.

As one who just missed the bonus due to that, I wish it did and it probably should. Or get reworked to some sort of min ppa, like 5. Gives you some chance to fix things before OOW.
