Multis are not detected only via IP or device information. They'll tend to have very similar login pattern and surfing patterns. If you suspect such foul play, feel free to report it to utopiasupport@utopia-game.com but of course, it could be hard to prove as well.

Log in patterns are easy to mask and unreliable
We had 2 brothers deleted this age by the game mods because they share an IP address at times and had similar log in patterns

It's a free game with private owners, so I think they could simply wipe the account(s). I'm tech inept so I'd call SWAT. There's no telling how deep it goes.
On that tangent, I always thought nation states should run official Utopia kingdoms. First world nations with ghettos in Utopia run by world leaders. The war forums would be intriguing.

Creating multiple accounts is against the rules.
Please do not instruct players how to circumvent the rules
so the Mods / Admins are aware this is possible and presumably undetectable ?

The mods have literally nothing to do with game management and rule enforcement.
That being said, I highly doubt the admins would comment on it outside of reiterating that cheaters that are caught will face appropriate consequences.
Several members of the community have in the recent past, and may will, be using methods you described in the OP.
And cheat detection isn't that great at all if you speak to the people who cheat..
so really what you are saying is
its allowable just dont get caught but its impossible to prove so your fine

It is explicitly not allowed, because its against the rules to have more than 1 province at a time or to log a province that is not yours.
But if youre not caught, whose to say youre breaking any rules?
It is against the rules to have or play more than one account, regardless of the method chosen.

I won't comment on why provinces in your kingdom were deleted, but perhaps you should ask them how they were cheating instead.
