both kd are at hostile, according to wiki, the kd with lower hostile point shall have the button? or does the other kd with higher hostile point meter also have it? since there is also a small NW gap which means the other kd is lesser than 75%, need help.

but what if both are at hostile and within range, anyone can declare war right?

if both got the same number of points above hostile, logically speaking both should be able to declare. I never encountered this situation but maybe someone else has.
Tied points nobody has the button. Ran into that this age with a crazy long pre war. They wouldn't declare and finally hit up to even. I was all excited to hit the button, but alas it wasn't there.
