If I recall correctly Labs are unaffected to avoid the situation where labs increase BE (tools sci) which in turn increases labs efficiency etc. In any case it was an intentional decision.

With labs it is perhaps vestigial from Libraries, which could create feedback loop by boosting BE, thus boosting Science, and then BE again...
Guilds is because Mystic provinces need full production at all times, at least I believe that is the logic. EDIT ^ above capacity explanation makes sense to me
Wait ... BE doesnt influence wizard production ??
I get that the BE doesnt influence the successrate / duration part of the guilds. But can I please get confirmation about the BE and wiz production.

BTW noticed leftover % after scientist is achieved is now being leftover instead of starting at 0, thanks for fixing this.
