The main thought here is to allow a kingdom to offer to cancel a certain number of meter points as part of diplomacy. So say Kangaroos waves Kittens for 35 points. Kittens could offer to cancel 20 points in exchange for hits stopping, rather than Kittens simply offering a CF or forcing Kangaroos to wait several days for meter to decay. This would give "victims" kingdoms a way to retain some leverage over their aggressors.
There might be some room for allowing points to be put ON the meter, but this is obviously more subject to abuse.
