Given all the defensive increases that have been implemented, I think some balance should be restored. I think everyone can see that this age with the near complete stifling of growth outside of war and the constant barriers to getting into conflict that the age is pretty bogged down. Therefore, I would propose that we implement a fix to Fort and EoWCF as follows (assuming it is practicable).
Anyone currently in Fort/EoWCF gets to maintain current bonuses and durations. That is, they are "grandfathered in" for their current fort/eowcf.
All subsequent Fort/EoWCF are set to max duration 48 hours and you can't re-enter Fortified stance for 96 utopian days following any prior Fortified.
I also suggest the following meter adjustment. If an enemy kingdom pushes the meter to hostile, your meter does not decay below 5 (UF) unless their meter also decays to Unfriendly. This will prevent people bogging down a hostile by trying to dodge ops forever. If they truly do not want conflict, they must diplo and close relations. Period.
