Trying to thieve a 0 thieves province. I can do intel, but any op will fail, gives no thief losses (3/10 tries), but does cost stealth or it oopses (7/10 tries). KD mates also report only fails with 0 thief losses.

I havent lost a single thief in like 6-7 fails ... about 20 oopses in (didnt cost stealth). Not a single success on a 600K gc untrained province. I have 2.5 raw tpa as DE / Mystic.
Failing trying to rob any ressource. Oops msg. No stealth loss. SoTs are fine, havent checked anything else.

same here..intel works fine...when thieving either oops or fail message with 0 losses
