probably have to make steal horses op more difficult
Possibly with a drop in horse production also... Maybe by 1/4 or even 1/2...

Every province should have the option to slay horses to produce food. That way pure TMs have a use for horses; provinces that are starving can resort to desperate measures -- kill horses for food (at the cost of offense); and some sickos probably will build fewer farms and just use hourly horse production as a secondary food source :)
you could maybe add a base penalty similar to acres, 1/4 Horsies run off during transport
lol just a funny thought that i couldnt see being implemented but made me laugh...
chance (small chance) to self-inflict yourself with plague from sacrificing horses for food...
People eat horses all the time, its lean
