start a province first if you have not done so, 3 people must own provinces to be moved to an empty kingdom, then you get 7 more invites.
It is under the Q and A section in this forum, just be adviced that the kingdom will be merged with others at eoa so you need to repeat the process then if you still want to do this into the next age.
