Human WPA Question

-15% Spell Success (WPA)

Which of the options below does this specifically affect?

1. Casting offensive spells
2. Defending against spells
3. Casting self-spells

The question came up in our kingdom and I couldn't find an existing thread where this was answered.

WPA has effect only for casting offensive spells(instant and duration) and defending against enemy's spells(1 & 2). Wpa has no effect on self casting.
