The monarch in utopia is the person who you delegate the running of wars, recruitment, kd set up and diplo to while you get on with the more important parts like spamming, forum warring and general socialising. It helps if they are a math nerd with tolerable social skills.

A monarch doesn't have to do any of those things if there's someone capable for the job. They should more be in the business of taking care of the people who then take care of business.

If a monarch is capable of finding parts of the kd that he can delegate unessential trivialities like war to, so that they too may forum war better, then this is acceptable.

Leading doesn't mean being in charge of everything, that's managing. Leading is finding joy in seeing your followers do more than you could have hoped for yourself.

Technically:

Minimum votes needed to be elected: X, with a lead of 2 over the runner-up required. Having over 50% of your kingdom's networth also gives you control of the Monarchy.

But really, I'm very happy where intuition plays big in kingdom style. You know the objectives and the resources necessary to achieve them. There's very little to discuss; you can just use the ding system.
