Chance of new province formula not functioning?

1) If the formula for getting a new province in your kingdom is still "closest to 22 provinces get them first" then skip to #3.

2) If the formula for getting a new province in your kingdom is now "the kingdom with less provinces gets filled first" then please disregard.

3) Kingdom A has 14 provinces, Kingdom B has 16 provinces. Kingdom A then gets 3 random new provinces in one day while Kingdom B gets none.

Kingdom A now has 18 (they invited one) and Kingdom B still has 16. Is this working as intended?

Korps kd took down the wall, and with 4 provinces didn't receive a single random for over two weeks.

Kingdom A has since received a defectee and another two randoms, killed a province off to sit at 20. Kingdom B finally got a single random to sit at 17. That's 14 to 20 and 15 to 17. And we wait...

I haven't received a single random in months and my wall been down basically all age besides some week at the start.
