i would like to suggest the default draft target for a new province be set to 65% instead of the current 50%.

reason being a true newbie would not know to change it right away - besides not knowing what it should be - come OOP getting hit every which way and get frustrated as to why; which would be low offense or low defense due to draft target value.

also because "what should my draft rate be?" is a very common question, even for players that seem to know what they are doing otherwise.
