    Why should plunder take peasants? The idea of plunder is that it captures immediately expendable resources - gold, runes, food.

    These can disappear from a province without causing it damage (unless you're running negative gc or food balances but whatever) and are spendable immediately. Theyre also all able to be aided out.

    Peasants have an immediate impact on your province however, in the income produced, in your BE, and even the rate at which you draft solders.
    Peasants are also unable to be aided out.

    Next, while gaining 1 mil GC in a plunder doesn't bestow benefits to your province (beyond what you spend it on), gaining peasants would (see above).

    There is already an attack designed to target peasants, called Massacre, and it's designed to kill and not capture them for a reason IMO. Two reasons, even. The first is that because peasants have an impact on the health of your province (see above), you can target them to inflict damage. The second is that provinces are subject to population limits.

    Adding peasants to Plunder would thus accordingly boost plunder so that not only are you taking resources, you're also inflicting some of the damage of a massacre & you're potentially taking in more population than your province can hold - which means youre getting an income boost from the attack whether youre max pop or not? Which is a thing you can do with Prop or kidnapping, but those are single effect ops. They only take peasants, or only take troops. They do not grab you 50%+ of all your opponents resources and a temporary income boost via overpopulation.

    Plunder is a very powerful attack - netting you huge percentages of your targets resources. I dont see any reason it needs to be strengthened. It certainly should not be taking soldiers (which also are going to play into pop limits/over pop), and it also shouldnt be encroaching on massacre, or be giving overpop income bonus with peasants.

    Tbh I can't understand why you've made these suggestions. Either you're just unaware of how they'd function or you're intentionally trying to buff plunder for population manipulation purposes (octo is that you?). In either case terrible ideas.
