    It does help to get a feel of what they plan to do, and it gets people excited for next age, but it's definitely not required.

    I disagree to an extent, You need to get a general consensus of what your kingdom wants to achieve next age. Its nice to get a plan in place even if you don't have all the final information at least it will be better than waiting till the "Final Changes" to come out and then think of your plan. Especially now this age we are cutting it so close to end of age it seems.

    suggested changes is when we all complain and give out our own counter suggestions, final changes is what we cope with.

    Agreed. Saying we want preliminary changes so we can complain and be closer to final changes is acceptable. Saying we need preliminary changes to decide plans for next age is not.

    Everything got nerfed a bit on final, but the best combos from proposed remained in final, tbf.

    I agree with Memster on this. It may be true this age the balance didn't change much at final stage but sometimes it does.

    My favourite recent one was a few ages ago hacking quietly went from 10 proposed to 15% final pop bonus and ended up ridiculously strong. My 2nd built a strat around that - worked great.

    You failed to see that Avian UD was the best combo from preliminary changes and it wasn't close.

    Forgot about that. It was close with Orc UD, but yes, it seemed the best buy. I ended up quite liking Avian WH.

    It was close, but not close enough. Avian UD (if played with the proper activity) was leaps and bounds over orc whatever.
