Yes, this. Your draft target is based on Max population, unless you are underpopulated. The GC spent for draft of a partial (0) soldier is a glitch though, imo.
I think this falls under the same sphere as the fact that you cannot attack if military population > max population ... So you can have less than 115% overpopulation, and still not be able to attack in some situations as well.
I too am experiencing a Draft costs Bug, but in my case its much more obvious there's a problem in the code.

I drafted no soldiers this tick (As I'm at my draft %) and I have the draft rate set to Aggressive (81 gc/soldier). Yet I got pinged for drafting a partial soldier.
It seems the actual costs for drafting is not using the actual integer number of soldiers actually drafted each tick. I would expect that this would be happening every tick and thus adds up over time. For Example: if the formula says I should get 15.2 solds, it's only providing 15 but charging for 15.2. Never noticed before but it is very obvious in my case this last tick.

I have a draft bug too, I am getting soldiers but the draft % has remained static on 68% even though I have set it to 70%!

update: typical after I report the bug it fixes itself, for at least 2 hrs it was stuck on 68% now it's 68.1% so something is happening now.
