Good question. Hard to say. Hard to say what the original reasons were if there were any at all...
One could say that it's a risk/reward calculation.
We have players in the game who devote 50-100% of their attention towards putting spells on you.
Being able to easily nullify that would be incredibly powerful.
If your timing was good it could completely negate the effects. That would be like having a spell that could undo an attack done to you (not exactly the same, but considering we have players who attack and we have players who cast spells you can see how it's somewhat similar).
Randomness sucks, utopia uses it a lot. Such is life.
Is it that hard to pull off? If you are trying intra kd in war, then sure because you are casting through 2 war effects. But intra MV SHOULD be hard (and random) for the reasons Wolzly identified.
Coding perspective: you are at war casting on a KD you are not at war with and the person you are casting on is at war with someone other than you.
Game play perspective: if it wasn't like that it would be an easy call to try to MV every time you have MS / some other spells.
Its random because its powerful, you can remove a lot of spells off of someone. If you are using it offensively, with the use of 2% mana, you can easily MV 9-15% mana worth of spells.
could be balanced if there was a thief Op that could tell us which spells are active to at least see if its worth casting.
