Kidnap soldiers...

so, new thief op idea: as the title says, kidnap normal soldiers.

The level of success ie how many you get, and the level of difficulty is I'd say about the same as propaganda, maybe make it a universal op, relations: unfriendly and war, if not a universal op then maybe a racial or personality op?

You can NS them really fast, or if your dungeons aren't full they die in droves in combat too, so, along w/ actual propaganda, I think we go it pretty much covered.
