the wiki can give you an answer to building max efficiency which is +95% for laboratories which of course stacks with racial bonus, ritual and revelation, so it is fully possible to get more than dubble the spawn rate with arround 30-35% laboratories depending on BE.

the normal time for a scientist to spawn without any bonuses seems to be 10.5 hours or mabe it is 10.33333. On Human with max labs and using science ritual it might be possible to get it as low as 3 hours depending on ritual strength.

you can see the wiki table here http://wiki.utopia-game.com/index.php?title=Growth

Hard cap for labs (non sage) is ~39% (I forgot if it is precisely 39 or 38 point something).

@Madchess: There isn't any science ritual.

must have mixed things up with proposed and final changes, I see the enlightenment ritual that would have given +25% to scientist spawn rate is not in the final changes.

i still think the unaffected by BE thing is a bit of a lark... seems like its a vestigial feature from Libraries to me. They just cut and paste a new name in and forgot about this factor or something. It doesn't make any sense to me why they should be independent of BE.

So harsh. Think of them more as 'hold my beer' tourney venues.

Laboratories 39.0% 95.0% increase in new scientists (0.0%)

Max IS 39% for nonsage, 29% for Sage.

I think that the normal sci research rate is about 9.5% per hour. Because max labs brings you about 18.5% a tick, but it goes +18%, +19%, +18%, + 19% etc.,

    9.5 x 1.95 = 18.525
