I actually like the idea that hitting into a war costs the kingdom doing the act honor. I'm totally against removal of hitting into war, but like this suggestion.

Honour is just an arbitrary name, it is not a measure of how honourable you are or how honourable your actions are so I'm with Avenger on this one, there already exists enough protections for hitting into war without needing more. Plus this only punishes a small subset of kingdoms, those who actually care about honour, and why should they be punished harder than say land/nw kingdoms?

Just bump the penalty to -90% and be done with it.
