Can Dwarves with Illuminate reduce rogue damage by 75%+?

Can the high BE from Dwarves with say 20% Watch Towers, Illuminate Shadows (from Paladin) and a reasonable amount of Shielding science reduce rogue instant damage by 75% or more by this point in the age? I put my books in ritual reduction cost, but at around 500,000 books it's at -35% cost. Is Shielding science about the same?

Given that high BE dwarves can already make good use of Guard Stations and Hospitals, I'm thinking it might be possible to build into high resistance to thief/magic op damage as well.

(If they didnt change the coding) Even with High BE, you cant go past the building max.

Also it provides a false sense of security being T/M will be upping the dmg science (and there is no building version vs magic)
