I suffered deep mental anguish when I was bereaved of my 2b gc while keeping my head down and being careful not to break any rules. Nobody punished David for griefing or even bothered to send him a warning.
Grief isn't against the rules. Grief is the rules.

Will this new change in the rules be formalized DavidC and/or JeffT?
Or did your favorite admin neglect her responsibility to action cheaters and yours just gonna let that slide, and ignore the precedent it sets?

is it really against the rules if you get deleted but not perma banned to create a new province provided that you now follow the rules, even if you are out to start things with your new province? It would usually be you vs the kingdom that you are trying to harass and the kingdom you landed in that want none of this and might remove you themself.
The kingdom wide razing of another kingdom can be countered quite easily by forcing cf, it is quite a lot to have to wait 1 week and get insta cf'ed if you continue. If it is a big problem that single provinces tries to do this slap a 7 day ban instead of 24 hour cooldown on anyone getting deleted for violations, that way you don't need to force ip ban.
Furthermore I think Carthage should be destroyed and Dryads brought back to the game
