What kind of drugs are being used around here?

I want some of them because I like drugs and those must be quite righteous.

What I mean by this is that whatever logic was used to determine the "forced ceasefire" mechanics was certainly cooked up by someone that was also cooking some mind altering drugs. In what world does it make sense for a kingdom that's 150% larger to be allowed to ever force a CF on someone 2/3rds their networth? Are there some roving bands of tiny kingdom alliances that are pillaging those bigger kingdoms and picking on them? Take a few hits then run away?
