So Libraries doesnt max out at 37.5% as mentioned in the Wiki but at 25%. I just tried it ingame and with over 21% Libs it still stayed at 25% max (I build 28-29% libs and was still stuck at 25% max effect). But it increases as if the max effect is 37.5% up to 25% (weird).

Dunno if it was suppose to be changed the age before this from 25% to 37.5% and someone screwed up the coding. But it would be nice if it was fixed =)
