I've have invited two provinces to join my kd and both did not receive starting soldiers or credits. This was from a kd not in war to my kd in eowcf. As they are of different race/personality it appears to be a more general bug. KD is 6:2, provinces Dwarfmonster and Enchanted Forest.

found out this is a game feature from age 104 on. Disregard.
