I know when you force a province run out of food, they lose military units.
What happens when you make them run out of gold?
Besides that their armies will refuse to attack for 1 utopia day before getting aided.

decreasing effectiveness of military, sci draft stops, stuff... its annoying

I don't think military leaves until actual pay rate get under 50%.

Eventully, i think you will loose troops. Or is it me mixing stuff?

Depends on how far behind you are.

military will desert due to lack of acres.
military that do not get paid simply do not attack. and defense ME %.1-.2 drops each hour unpaid..

draft stops yeahm all that..income attack ops are great on provinces with few pessants and little growth incoming acres. best way to avoid this is build watchtowers and guilds
If it is for one hour, minimal things happen... however, the longer it goes on, the more intensive the effects. After 2 days, your military is deserting, your theives are refusing to act and your wizzies don't cast.

thieves are part of drafted and trained military, they refuse to work if the military is unpaid, but they do stand as thief defence...
i belive wizzards are still able to cast when military is unpaid correct me if i'm wrong
