7% guilds and 7% WT's I assume he has low wpa and tpa, I'd go at him with AW then LL him down to size leave his people alone and he'll overpop like crazy.

Tornadoes and Arson on him are worthless not only do the have 50% protection they are also dwarf so only way to overpop with tornado and arson is if you hit homes and those are not that much of his pop.
