Guild are flat rate. With the 25% bonus from the inevitable artisan that means having 20% guilds is like having 25% in regards to what kind of WPA you'll have.
BE only effects the durations of spells you cast and, I think, the ease at which you cast self spells. I don't know why he mentioned BE.
Im against the dwarfs playing elf this age but i was dwarf art last age and BE definetly effects wizard production
