This build looks like a massive "don't" to me.
found quite a few of these halfer builds. variations but all similiar

N00bs shouldn't run 0% farms.
It only ends in disaster.

15% rax is pretty pointless. You can cast QF for 10% faster hits. This puts your attacking time just over 12 hours at the start of the war and below 12 hours later on when the attack speed bonus has it's full effect. You can use a small number of rax to drop your attack time below 12 hours at the start of the war too, but I think there are better uses for those acres.
Split the acres for rax between farms and banks and you will do a lot better.
You should also drop 10% of your TGs, 2% of your stables and your dungeons into hospitals
