Simple solution. War should be a numerical activation

Just start the WAR status when either side takes 13% of land within 3 Umonths.

End War when either side take and controls 13% of Land after WAR starts.

Bad idea, war should include diplomacy, its part of the game to talk to other players. A numerical system would be too easily manipulated.
