Is it effective right OOP to war and do a chaining runs? I would think that since army and t/m counts are so low compared to the peasants it would not be effective as max gaining?

If you can play a deep chain against a low draft target just before his troops get home, he won't have had time to get rid of his peasants and will have to release a lot of troops. Mostly though you'll want to target high draft provinces

Chaining works good when you have a good nw ladder to bring enemy provs down in while still keeping high gains for all hits. In addition it's often preferable people have high draft when chaining them. This is seldom the case OOP when often most provs are close in NW, which is why chaining often does not work as well early on. Just keep cause and effect seperated, being early in age per se doesn't affect viability of strat, a kd with very close nw's midage shouldn't chain either.
Definately max gain in OOP war. Outgrow them and get 'unbreakables' :P
