Why would there ever be a deletion for a legal action in the game? If the people in charge wanted you to not raze into war (they do), they'd remove the option. However, Bishop loves it when people raze into war.

I think one of the great things about utopia is that beyond trying to establish the absolute fairness of the system, the mechanics allow you to largely be as much of an asshole as you want, and also allows for the repercussions of that.
