He's saying it's not okay to grow in range of the KDs that are competing, and then just expect a free deal all age because you're not competing.

People can do whatever the hell they want, that doesn't entitle them to CR not hitting them just because they've decided not claim to not competing despite being in the top 5 largest KDs in the world.
