Using a game feature the way it's intended is now an exploit?!
I'm pretty sure that every single somewhat organized kingdom uses the sitting function on a frequent basis. Why take the burden of an inactive province when the feature is available at a small cost?

In Sparta we the rule that either 1 of the following 2 statements has to be true:

1. You're there.
2. You make sure someone else is there for you.
