As a community member, my opinion is that the punishment was just. But if jesters withdraws now that would be enough punishment.
nonpandas would get the ww bonus , between land and honor gains that should make it about right.

That is if they are willing to withdraw and apologize.

p.s. I hope nonpandas and cr see how much their ties to the other kingdoms are worth. there is a difference between saying you will be there and actually being there.
