One of the Earth clones used to set up an express server (1 turn/min) every weekend. It was a super fun way to spend the weekend as a teenager with nothing better to do.
The problem is Utopia isn't filled with teenagers and most people most definitely have better things to do
I see that ****** used to have something similar. Not sure if that game is still around (seems dead) but they have an Arena server to try test out builds, race, pers, etc. with a 1 turn/min.
