I'm pretty sure Acres just starts dragons against anyone they want to.
Anri probably gave them both notice. I assume he is investigating how kingdoms would react if they werent in an alliance and he gave dual notice :p
Turns out if you give X kingdoms notice X kingdoms will start dragons at you!

Simians has been fake tagged hostile for weeks. They just robbed a few million from us before going fortified. We almost retalled them for it...would that have made it a 3v1?
That doesn't seem like they robbed enough to do much damage to Sanc. Maybe they should have kept all of their halfling rogues?
