Your looking at China from 20 years ago. And no, since the industrial revolution the US has been the biggest contributer to greenhouse gasses in the world. China currently pumps out more than we do but over time we have pumped out much more. Do you not remember the smog issues that plagued US cities in the 70's and 80's?
Let's not mention the fact that per capita(population) that Canada is the number 1 in greenhouse gas emissions.
